reproduction steps:
1. grant another user role the permission 'administer forums'
2. the user role now can access /admin/content/forum and can administer the forum. he also sees the link [more help...] but after clicking it an 'access denied' error is shown because he actually hasn't any system permissions.

expecting:
I don't expect to see a link which I actually can't use. This link should only be visible if the viewer actually has the right so access it.

I am having this same problem. I am using drupal 6.9.

Considering the lack of activity on this issue and that Drupal v5 is no longer supported by fixes or patches, I am going to close this ticket.
