No access to OPML import - wrong hook_menu parameters?

I have no access to OPML import, even as superuser.
The hook_menu entries don't seem to completely follow the D6 API, mostly the 'access' parameters. Can this be related?
Working on a fresh 6.2 installation, with feedapi being the only contributed module (along with common syndication parser and feedapi node)
