Restricting username characters to a certain range?

Hi, I'm pretty sure this used to be included on the "user-settings" page in a previous version?
I'm needing to restrict usernames to standard a-z 0-9 characters, but can't see where to do it anymore? Is it done with the "access-rules" page now? If so, how do I wildcard allow all the "A-Z a-z 0-9" characters for usernames?
I should add that the reason
I should add that the reason I posted this question is because of the occasional problem with someone creating a user account with foreign characters in it - such as the letter "o" with 2 dots on top of it, etc.
