error enabling

Hi,

I'm new to Drupal, so I might be missing something really obvious here. I had a Drupal site where someone else set up CoSign for me, but that site sort of imploded this morning. Something about the CoSign module recreating userid 1 over and over. So, I decided to set up another development site to do some testing. My new site is up and running, but I can't get the CoSign module to enable. I get this error:

error: Could not detect your username from $_SERVER['REMOTE_USER'], cosign was not enabled
in /var/www/drupal_dev/sites/all/modules/drupal-contrib/cosign/cosign.module on line 169.

Is there another step I need to do before I enable the module? Webauth is enabled and running ok, I think.

My Apache config file has (CosignAllowPublicAccess On) and (no public access) sections that were working before this morning. They haven't been changed.

Any help would be greatly appreciated. Thank you!
