Am I missing something in user role

So I'm going to try this out again.

I installed both user points and user points contrib 3.x series.

I'm looking in the settings for user points / user role but I don't see how you assign a role. I looked in user settings and points also.

I made 3 roles but the don't have thing there either.

Also, with user role does it only promote once? As I don't see an option to keep raising based on points.
