Looking for a PHP/MySQL developer

I am looking for a PHP/MySQL developer to program for me (Open Source) a Soccer Statistics application that when the game is completed, it is uploaded to a web server and then reportable using a generic or Drupal front end.
The application would be run on a laptop or tablet PC at the game and would collect all the stats from the game using XAMPP as the backend and a web browser as the front end.
This would be Open Source and usable by anyone of course!
I have program flow, database schema design, screen design, etc... almost all figured out, but I do not know how to program in PHP!
