The provider is using its own tables for the association and is only using the openid client for library functions. There is no need for the openid client module to be enabled for the provider to work. It has to be present though.

I've proposed more granularity when defining dependencies here: http://drupal.org/node/247109. Then we can indicate that we require the openId client module but that it doesn't need to be enabled.
