Migration process between some QA-staging servers

Hello for all!

We need create a migration process between some Drupal QA-staging servers and developers PC.

For example - when normal web site are developing, database structure could be changed only by developers and this kind of changes roll-out on servers only as part of upgrade.

When Drupal with CCK running on final production server, the database changes could be made by admin as part of normally working process, and developers could not know about that.

Could anyone point me on any way for fix this kind of synchronization? Is the any kind of scripted installation exists?

I see only one way - forbid DB changes by site admins. but it means that content types could be created only by developers.
