I need to turn off the following … for standard users
· Menu Settings sub menu - this offers 2 much control to a non admin user
· URL Path Settings
· Publishing Options
Any ideas?

standard users won't see
standard users won't see those unless you've given them admin-like permissions in Access Control. You need to surf your site as a standard user to see what they'd see.
