XML sitemap is mainly designed to submit url lists to major search engines. So it is just search engine submission tool.

However, there are other modules which are available to setup a navigational site map. It sounds that is what you looking for. I do not know the exact name of the module, I am sure there is at least one if not more and check the module download page.
