Nothing happened

I installed this module. There was no configuration in the admin menu. In the Blocks menu, the module added two check boxes: 1. Apply all settings except "Region" to all themes' blocks? and 2. Apply "Region" to all themes that have the same regions as this theme?

I tried changing blocks using each check box mixing and matching, moving different blocks around. Nothing changed, no setting was copied to another theme. The Blocks menu operated as normal with no change from the module.
