The latest Devel module includes a Theme Developer, and there is a menu in the Developer block to enable/disable it. The Developer menu in SuperNav should have this menu item in it.

Please see http://drupal.org/node/285027#comment-1094346. If you decided to use Navigate, just create a Menu widget and select the devel menu for it.
