Looking for a consultatnt to develop a full site in Drupal - time is of the essence

Hi,

I am looking for a person or a team, to build a community-type site.

The site will consist of three parts initially:
- business directory
-- listings will be broken down into categories/subcategories/subsub with same listing having an ability to appear in multiple categories
-- listings will have three levels - basic, enhanced and premium. each listing level has progressively more fields associated with it. basic level will be for free, and enhanced and premium carry a monthly price
-- users can 'take ownership' of existing listings or submit new ones with specific workflows associated for each listing type
-- because some listing types carry a monthly price, there will have to be a comprehensive subscription model that will bill in pre-determined increments. the price will be calculated based on listings level x number of locations x duration - discount
-- full statistics on payments, listings, etc available from backend
-- site visitors can have ability to rate/review each listing

- events calendar
-- each event will be broken down into categories /subcategories with same listing having ability to appear in multiple categories
-- events will have two levels - basic and enhanced. each event level has progressively more fields associated with it, basic will be for free, and enhanced for a fee for a specific duration
-- users can 'take ownership' of an event or submit new ones with specific workflows associated with each event type
-- payment for events is a one-time deal with no recurring payments
-- events can be viewed either through a calendar view or category browsing
-- full statistics on payments, listings, etc available from backend
-- site visitors can have ability to rate/review each listing

- forums - standard forum functionality
- private messaging - standard site-wide private messaging functionality

- banners
-- ability to serve up banner ads in various positions and of various types
-- paid listing types (both events and business listings) will have a specific amount of text banner ads (think google adsense) associated with it so there would have to be integration between the banner serving and events/business listings

I have a very detailed requirements analysis document prepared outlining every screen, workflow and detail of the site which I can furnish to those providers who would be qualified, to make final bids.

If you are interested, please tell me why you are qualified to deliver this project and (IMPORTANT!) give me a ballpark timeline and cost for the project. Again, final bids will be expected after you receive the complete RAD.
