The menu and / or menuitems disappear when I am logged out.

I unchecked all block specific roles in the block configuration so that
all users have permission to see the menu.
What can I do in this case? The menu is shown when I am logged in
as admin - but actually I need it to be listed when a guest or
anonymous user visits my website.

It sounds like you might need to grant some permissions to the "anonymous user" role. Login as admin and look here:

Administer -> User management -> Access control

Menu items in the Navigation block usually don't show if you haven't been granted permssion to use them.
