Filter according to a field option is not a drop down list and the page shows foreach error

Description
The Dependent drop down CCK field shows "foreach error in line 949 in form.inc" in the includes folder. It also does not show a drop down for listing all other CCK field ids for "Filter according to a field" option. Unable to create a dependent dropdown properly.

Looked into a existing issue 93704 which is similar to this. Could not find any fix.
