Should able to control the downloads of Users. They should just download what they have purchased and on the quantity of what they paid for. Let me know what modules should be used, I am already using ubercart module for the payment and video module for the video file upload. Thanks again.

"Needs more info" means that the question cannot be answered without more information.

Now to your question. e-Commerce includes a modules to control file downloads. However, you will not be able to use the video module for file uploads, because it places the files in a public location.
