I don't remember who or when but someone asked for this. So since I was doing some site documentation at work and found myself in need of a test case to get doxygen configued. I threw together a quickie CHM that mostly mirrors api.drupal.org

Unless I start getting donations to cover server costs user registration or login is the easiest way to keep hotlinking and other unwanted activity to a minimum. There is no costs and no spam. If you want updates on releases then you have to sign up for the newsletter which is not connected to your registered account.
It's GPL so if anyone else wants to download and make it available without login they are welcome to do so.
I found that some of the linking in the file is broken so I will fix them tomorrow.
