I have a problem. I have Fivestar installed -- and working. I also have UserReview installed -- and working. I would like to have it so that if someone submits a UserReview -- the FiveStar rating is affected. Is this easy to do or does it require some fancy footwork? The reason I filed this here is because Voting API holds the data (in the db) as I understand -- so I thought this might be the place to ask.

I'd suggest that you write your own module that implements hook_votingapi_recalculate(). It allows you to customize the 'results' that are saved every time a user casts a vote. You'd be able to do whatever custom tweaking of vote results is needed in that hook.
