let users choose tags from a tag list

i created a form with a free tagging field. i would like to show a list of tags so that in addition to free tagging, users can choose some tags from the list of tags or tag cloud also. is there any way to do this?

Already with freetagging there is autocomplete to help users choose tags that already exist. To be more explicit about it you can create a second vocabulary containing a rigid tag list and do not set this one to freetagging.

i tried del.icio.us. it shows a list of tag and user can click on one and the tag will be copied to the tag field. i would like to know is there anyway to do this in drupal.
