Think that the Notifications admin menu should fall under 'site building' as the default position, at the same level of the Messaging settings menu. It's slightly confusing in its current position but I guess the current position could be intentional.

jose reyero commentedWell, it's totally intentional but maybe it's not really the best place, so open to discussion.
The thing is that page is not only settings but also some queue status and control. Also this module can have a big number of plug-ins with its own settings page so I think it may make some sense to have it's own place.
Same applies for messaging which has mixed settings and message templating which I guess could be considered more like 'site building', so I'm not really 100% happy with the current position, it just had to go somewhere. We also may be adding some messaging logs and status report which strictly speaking should go under site logs....
Still, considering merging it with Messaging, having something like "Messaging and Notifications"... I think having all this grouped together can help administration tasks.

bcn commented+1 to merging all Messaging and Notification settings. I don't have an opinion on whether that single menu would come in 'Site Configuration', or directly under the Admin menu (ie where the Notifications settings are now)...
You're right that it could it a bit busy with plugins, message templates, etc, but I think the payoff of having it all grouped will help admins to sort through all that complexity without having to bounce around in the menus.
