After upgrading from 6.1 to 6.2, all content appeared to be OK and the Administer menu looks OK. But when I expand it, the only menu choices under Administer are User management, Reports and Help. I can not access the Administer menu for Modules, Site Building, etc. User permissions all are checked to allow access to all modules.

I have run the update.php, cleared browser cache..no luck.

I've just updated and have the same problem.

Can't turn the site from 'offsite' to 'onsite' because I can only access User Management, Reports, and Help, in the Administer Menu.

All the public areas are fine.

When I ftp'd my 'sites' file, it didn't all ftp properly.

Whilst the 'sites' file had a permission of 0755, some of the files inside the 'sites' file had permissions of 0644, 0444, 0644, 0544 etc.

I changed all these permissions to 0755 and then ftp'd 'sites' and all its contents again.

I then changed the permissions back to what they were, ran update.php again, and everything works fine and I can see all the Admin menu.
