Allow help topics to take advantage of filters

Issue Summary

While we can't use the system defined filters because we never know what will happen to them, we can take advantage of default filters that can't be removed. In particular, the line break filter would be really, really handy. Probably this should be a setting in the .ini file and should be global for the module section and overrideable for individual help texts.
