When using this theme I get the following bugs:
One custom block with a custom title does not display the title of my block.
The other custom block has no title and the theme doesn't display the block.

Try to reflash your cache:
1. go to "admin/settings/preference"
2. press "clean cached data"
3. reload your page

Can this solve the problem?

My Page cache is disabled so I don't have the "clean cached data" option.

@portait: I have custom block for both D5 and D6, test it with both internet_services and internet_services_2, and all looks fine. I can't reproduce your problem. If no other update I will soon mark this issue as fixed. Thanks.
