is possibile personalize the off-line page in Drupal? I mean, insert Flash code, or HTML code... change images and so on?

my suggestion is to use the search at Drupal.org

had you done so, using site offline you would have found relevant information.

http://drupal.org/search/node/site+offline

which would have led to you to : http://drupal.org/node/58562

which then would have led you to http://drupal.org/node/235463, where you would have found your answer.
