I have created one Workflow and associated it with one custom node type. When viewing the Workflow actions page, the first trigger is associated with a story:

Trigger: When story moves from to
No available actions for this trigger.

There is no Workflow associated with the Story content type. I am using Workflow 5.x-2.x-dev.

This is a symptom of no valid target states being set. Changed query to not display such bogus transitions.
