add toolbar that works with Drupal's HTML input filter I.E. no style=""

here is a patch that enables only buttons that work with drupal's HTML input filter
so no style="" is used

you will have to allow the tags

li
ul
em
strong
sup
sub

So no cool buttons like Color, alignment. but keeps site safe from XSS attacks
