Hello,
I found it quite annoying that when I place PHP tags around html that I get this end tag showing up at
the end; ?>
This was all for the moment,
I have another bug that annoys me, that is that when I have used or tested some programs I do not have the rights to remove it from the server, I have to email the host to remove it. Lets say; god save the bugs, or something. I don't think even drupal has something to do with it.

PHP filter enabled?
I noticed you posted this under Drupal 6.x; this version does not have PHP filter enabled by default. Have you enabled it? Are you choosing it when publishing content?
As for the other issue, you're right: it does not seem to be Drupal related.

Yes, if you want by example a site enhancement like the freedictionary on the left bar, this is a javascript, when you have to use the php tags, but when you close them the ending tag is still visible.

That does not matter you
That does not matter you have to add them yourself when you insert it in a new block. When you want to
make a block choose php filter and add the tag
and you will see it, if you don't do it you see probably a bad output. I have tested it again and you can not even make normal tags like
it only works when you type these tags that I can not show up, the is bigger than php questionmark with questionmark is smaller than sign, that brings up the small error that you find the closing tag ?>
