blocks aren't displayed on any theme except garland

I'm trying to show a number of blocks including Recent Comments and Who's New, but they are only displayed on the Garland theme. Every other theme including the standard drupal ones will only show the Navigation block even though all the blocks I'm trying to show are also in the left_sidebar. I also tried putting them in the content region, etc. On the blocks admin page I have the specific theme that I am using selected, but the block configuration looks the same for all of them. What could be wrong? What should I look at?

when selecting the corrct theme on the block admin page, are you hitting 'save' after moving the blocks around ?
I know it sounds a bit obvious but I remember moving blocks into place & then forgetting to save the config.
Yeah, they're saved
Yeah, they're saved. I've been messing around with this for at least a week on and off. It seems like when I made a change on the block configurationg for one of the themes, the change applies to all the other theme configurations as well, but isn't showing up. So if I click on my theme name and move a block from the left sidebar to the right and click save it shows up on the right side in Garland, but not in any other theme. Or when I make a change when selected on Garland it also changes the configuration in my theme.
