Auto-generate stub test files for all of core

It's going to be vastly easier for new developers to sink their teeth into writing tests if the files for them to add the tests to are already in place. Otherwise, each person who adds the first test to a given file needs to go through the crap at "Adding/Deleting files" at http://drupal.org/patch/create. Yet another barrier to entry.
