Unable to allocate enough memory

have set memory_limit = 100m in php.ini but still don't seem to be able to used the allocated memory.
But still gets:
Fatal error: Allowed memory size of 104857600 bytes exhausted (tried to allocate 261633 bytes) in /home/comeandstay/sandbox/sites/all/modules/contemplate/contemplate.module on line 691

Have no clue what to do, have disabled all unnessary modules.
