I'd like to put together a website directory page, that allows one to pick a category and then view links broken down by subcategory.

Any thoughts on which modules i would need?

There are multiple links modules in the downloads are.

one that comes to mind is weblinks.module
also check linksdb.module

or use CCK.module and the links.module
