Prevent users from registering with an existing vB username

Currently, new users are able to register with a username that already exists in vBulletin (but not in Drupal). Moreover, if that happens, the existing user account in vB is updated with the email address and password of the new user.

We need to add a validation callback for the user registration form to prevent this.
