automatically send a file with "Approved" Email?

I want to send out my company's "policy and Quickstart" document whenever new accounts have been approved. The document is stored as both an image and as a word document, but I cannot figure out any way to have the site attach said document and send with the approval email. Any thoughts? Is this even possible? (Or advisable??)
