Not changing... what am I doing wrong?

I've installed both the Theme Settings and the API... options show up under config Theme. I set everything, but nothing changes. Tried with and without html tags. No diff. For some reason, it's not applying at all.
Is it b/c of the theme I'm using? It's Lite jazz.
Don't know what else to try.
I am using custom content types, but have tried the module w/content type-specific settings and without. No change with either one.

Also not working w/Zen theme... so I must have something installed wrong. Suggestions?

I see now that it works if I do it in the Global themes config. rather than the config. for the theme I'm using. Might help to add this to readme.txt in the future
