Has anyone had issues with upgrading a production panels 1 implementation to panels 2?

I've searched but have not been able to find any discussions of this.

For some reason, I have a site with an existing installation of panels 1. I activate all the modules, I see the content is all there, but if I preview or try viewing the panel pages, they have no content, just the empty panels divs.

To make sure I have the chronology right - you have a site with Panels1. You install Panels2, but when you go to the site, everything comes up empty. You ran update.php, right?

If what #4 means is that you were mistaken and the site never had Panels1 installed, only Panels2, then open a different issue, because this one is completely unrelated.
