Currently we require a paypal user subscription for all users to access our site. When they sign up, they must either join an existing group (og) or create a new one.

We want to change it so, creating a new group requires a paypal subscription. So instead of each user needing a subscription, only the group itself needs a subscription.

Is this functionality available?

To create a group, you just create a node of whatever content type you designated as the "group" content type, therefore I think what you need to do is tie the paypal charging function to the creation of a node of content type group.

I would think http://drupal.org/project/paypernode or http://drupal.org/project/paypalnode could be useful for this.
