Add a way to disable auto-registration

Issue Summary

Our registration process has some additional fields that needs to be filled out before a user is fully registered. I've created a patch that allows the admin to turn off auto-registration, and instead send the user to the user_register form. I've also added a configuration form where you can set a message to display to a user as to why you want them to see the registration form.
