What does it do and if it is necessary?

Also, I would like to ask how do we ensure proper threading of replies (comments attached to node)?

This plug-in is included now in the Notifications package (from Beta3)

You'll need it to match mail replies to the right thread. Obviously if you don't need that feature it it's not necessary :-)

I don't understand the last question.
