Unlike other jstools settings, the tab navigation button text is not easily editable or themeable. Here is a very simple patch that adds two settings to the tabs admin to specify the next and previous text. Defaults are 'next' and 'previous' which are wrapped in t(). Patches attached for HEAD and 5.x-dev.
