Two-level setup

Can the following be done?

I would like to setup a site or a research group that has multiple projects. Each project should maintain its own sub-site, which has to conform to a uniform design/look. For instance, each project will have an overview page, a page with the people working on it, and then optional pages such as list of publications, downloadable software, FAQ.

What I need is a two-level setup where I can make the basic design of a project sub-site, quickly clone that if a new project comes into being, and then the project lead can fill in the pages for that project, without being allowed to tinker with the design. The lead should also be able to switch optional pages on/off, maybe create extra pages. Ideally, each project would have a separate logon to its sub-site, so that they can only tinker with that.

Would this be possible?
