If all you want is to send HTML emails, the HTML Email module will change the headers of your outgoing emails appropriately. Then your site members' email clients will read your emails as HTML instead of plain text. It's still up to you to update all of your outgoing messages (user registration confirmations, Ubercart order notifications, etc.) to use HTML.
