Translation cleanup and showing '0 points'

This is just a little patch to show '0 points' in the block if the user doesn't have any points instead of it being blank. It also then takes advantage of format_plural(), making the string easier to translate.

On a side note, I could see some folks wanting to be able to theme the block content.
