In a site I built with D5, there was a tab for "add block" at /admin/build/block
In D6, I don't see and tab or link for adding a block at /admin/build/block -- instead I just see the interface for configuring blocks.
If I type /admin/build/block/add in the location window of my browser, I can get to the interface for adding blocks. But there doesn't appear to be a way to get there via a link or tab.

Using the default theme I
Using the default theme I see a "Add block" tab.
I don't see it in BlueMarine
I don't see it in BlueMarine or Garland. Not sure what the default theme is. Anyways when I go to /admin/settings/admin it switches me to my own non-admin theme. I'm not sure how to view that particular page -- /admin/build/block -- in any other theme.

Check your Admin Theme at
Check your Admin Theme at Admin->Site Config->Admin theme. Revert it to Garland or a simple theme and you should see the blocks.
