As far as I know, journal entries should always be optional. I'm testing this out on a Drupal 5 site. I was editing Collapsible block settings, and I left the journal entry blank. I got an error saying the journal entry was required.

sunNo, journal entries are intentionally required for system setting forms. Most of the forms below admin/settings are such kind of forms. This prevents you from altering system variables without leaving a note about what has been changed (and possibly why).
