I've seen it on a few websites but have no idea what this thing is called. It comes in different programming languages, but the idea is the same.
Basically, it's like preview of the content of a page and looks like a box (let's say 400x200) that has an image in the background, a description in the foreground, and a link to the page. Most of the time, there are buttons where you can flip those previews to the next one or the previous one. Well, here's an illustration of it:

I would call it a "rotator." One I made myself in Flash is currently up and running at http://eurekareporter.com/ ; also, http://abcnews.go.com/ has a really slick one done in JS.

There's a really great one of those for Joomla that's made by the Rockettheme people. It allows you to make a flash animation rotator out of any pictures stored in a particular folder. A very neat thing that I wish Drupal had.
