can a user upload their stylesheet and modify regions from that point on?

I want to make it easy on my users, each of which will have a different look and feel on their site (multi-site install). I want them to be able to customize it without having to learn and build a drupal template. Then I want them to be able to upload and change their graphics in different parts of the page, and change and update text in different parts of the page.

Is that possible with drupal? Is drupal the right choice for that?

With a standard multi-site installation, they will need to know theming and be able to upload via FTP to customize the look and feel of their section/site. There is however a module that says it allows what you want to do. You can find it here: http://drupal.org/project/virtual_site
