My web site is blocked and it gives me instruction to Flush_Host

I just installed a new Drupal 6.2 web site and work many hours to transfer my old HTML site to Drupal. Today I can not access my web site. I accessed the install again and it tells me to Flush_host from my phpAdmin. I can see such a option in my phpadmin. Any idea how I can solve this problem? What is this Database Host Flush thing?
Do I have to delete install.php after installation?
