how do i change the head <title></title>?

How do I chage the actually explorer title that appears on the tast bar and window panes?
What is the quickest and easist way to do this? Also I was wondering it was possible to just change it on the frontpage only.

Note: This is a hack-ish way, but it works. There may be better ways but I know none.
Go to your theme's directory and edit the in page.tpl.php, that will change the title of every single page you visit.
If you only want it on the frontpage make a copy of page.tpl.php and name it page-front.tpl.php and make the desired changes there.
