It is probably set in the code of the installation script.

Thanks man! I looked there. I looked in the system module folder - they now have page.tpl.php there. Very obscure!
In D5 I could control that easily. What fun is this if somebody made it so undocumented? Nobody really seems to know how to overwrite that!
