The the values for 'multiple' are really unintuitive. This mainly arises from the name of the parameter and what is it being used for. The parameter should be renamed to 'max_items' or something similarly intuitive. This also coincides with the data model where all fields have a table and each item has a delta KarenS discussed at DrupalCon Boston.
